ROUNDUP/'Spiegel': Europäischer Währungsfonds soll künftig in Krisen helfen


BERLIN (dpa-AFX) - Die Bundesregierung plant für künftige Krisen in der Eurozone nach einem Bericht des "Spiegel" ohne den Internationalen Währungsfonds (IWF). An dessen Stelle solle ein eigener Europäischer Währungsfonds treten, der aus dem bestehenden Euro-Rettungsschirm ESM hervorgehen solle, schreibt das Blatt in seiner neuen Ausgabe.

Die neue Organisation solle zusätzliche Kompetenzen erhalten. Sie könnte so die volkswirtschaftliche Analyse von Krisenstaaten vornehmen, Rettungsprogramme erstellen, Fortschritte bewerten und im Zweifel auch Sanktionen vorschlagen. Vor allem aber solle der Europäische Währungsfonds eine Art Frühwarnsystem werden.

Die Debatte, den ESM zu einem Europäischen Währungsfonds auszubauen, gibt es schon länger. Zumal der IWF zuletzt in Europa im Vergleich zu den Euroländern geringere Summen beigesteuert hat. Am dritten Griechenland-Rettungspaket ist er bisher gar nicht beteiligt.

ESM-Chef Klaus Regling hatte jüngst in einem Interview erklärt: "Ich denke auch, dass ein Europäischer Währungsfonds in den Zeitablauf passt." Es werde ihn vermutlich in der Zukunft einmal geben. Zuerst müsse man aber einen Konsens in den Mitgliedstaaten finden: "Aber das globale Umfeld, diese Gegenbewegung zur Globalisierung und das, was in den USA passiert, kann dazu führen, dass Europa sich stärker auf sich besinnt und der ESM ist bereit, eine Rolle zu spielen."/sl/DP/jkr
