SPD-Kanzlerkandidat Schulz will 'Chancenkonto' für alle Arbeitnehmer


BERLIN (dpa-AFX) - Die SPD will für jeden Arbeitnehmer ein mit bis zu 20 000 Euro aufgefülltes "Chancenkonto" für Weiterbildung einführen. Das Modell soll eine Antwort auf den digitalen Wandel in der Arbeitswelt sein, der lebenslanges Lernen erfordere. Erwachsene Erwerbstätige sollen mit dem Geld Einkommensausfälle bei Qualifizierung, Existenzgründung, Teilzeitphasen oder Auszeiten flexibel ausgleichen können. Das "Chancenkonto" ist Teil des "Zukunftsplans für Deutschland" des SPD-Kanzlerkandidaten Martin Schulz, den er an diesem Sonntag in Berlin vorstellt.

Wie aus dem der Deutschen Presse-Agentur vorliegenden Kapitel zur Arbeitsmarktpolitik hervorgeht, soll das "Chancenkonto" einen von Schulz im Frühjahr vorgestellten Vorschlag für ein neues Arbeitslosengeld Q (ALG Q, längerer Bezug bei Weiterqualifizierung) ergänzen.

"Alle Arbeitnehmerinnen und Arbeitnehmer sollen ein persönliches Chancenkonto erhalten, das mit einem staatlichen Startguthaben ausgestattet ist", schreibt die SPD. Zum Start könnte das Konto, das jeder Erwerbstätige über 18 erhalten soll, mit zum Beispiel 5000 Euro gefüllt sein. Langfristig solle das Guthaben auf 15 000 bis 20 000 Euro steigen. Finanzierung und Gesamtkosten sind aber offen.

Arbeitsministerin Andrea Nahles (SPD) hatte in ihrem Strategiebuch "Arbeiten 4.0" dieses Projekt bereits angerissen, die Industrieländer-Organisation OECD befürwortet ebenfalls ein Erwerbskonto. In Frankreich wurde es Anfang des Jahres eingeführt./tb/jac/DP/he
